Dell To Launch Android-Based Smartphone

Dell said today it plans to introduce smartphones based on Google's Android platform in Brazil and China. The company said it plans to sell its new Mini 3 smartphones through China Mobile, the largest telecommunications firm in the world with more than 500 million customers, and Claro, which has more than 42 million customers in Brazil as part of the America Movil network. "Our entry into the smart phone category is a logical extension of Dell's consumer product evolution over the past two years," said Ron Garriques, President, Dell Global Consumer Group. "We are developing smaller and smarter mobile products that enable our customers to take their internet experience out of the home and do the things they want to do whenever and wherever they want." Details of the phone models will be released when the devices are available in store, which will be late November for China Mobile and around the end of the year for Claro. The move by Dell will help Google's Android platform become more widely available. Other companies that are backing the Android platform include Motorola, HTC, Verizon, Garmin, LG and Samsung. Social Media Playing Role In U.S. Policy Making

Senior staff in the U.S. Congress and European Parliaments regularly access digital outlets and social media to research, influence and set policy, according to a new study by StrategyOne. Nearly every staffer (96%) uses online resources for public policy research, more than half (54%) reported learning of policy issues for the first time online and (19%) actually changed policy positions based on information and opinions they found online. Sixty percent said they access social media for personal reasons, but in addition, nearly one-third use it for communicating with professional colleagues (28%), one in five (21%) to reach out to constituents, and one in ten (9%) to research policy issues. In addition, blogs are an important resource for staffers with two in five (39%) using blogs and social media sites in the past 30 days to monitor news about issues and the same percentage (39%) to monitor constituent opinion about an issue. "When it comes to policy development and public affairs, we're seeing a digital about-face as staffers and elected officials move from face time to Facebook and other social media to research and communicate on critical issues," said Jere Sullivan, Vice Chairman of Global Public Affairs, Edelman. "Traditional communications and advocacy channels remain important and effective in all countries, but the growing influence of online cannot be overlooked and needs to be included in the mix of tools for communicating about and forming consensus on important policy issues." Consumer Online Spending To Grow 24%

Online retailers can expect to see an increase in consumer spending compared to the previous quarter, according to a new survey by Javelin Strategy & Research and released by eBillme. Online shoppers predict they will spend an average of $281 online during Q4 2009, a 24 percent increase over last quarter. This is the first increase in spending since last year, but an 18 percent decrease in the overall spending rate compared to Q4 2008. "This quarter's uptick in spending is evidence of improving consumer optimism as we head into the holiday shopping season," said Marwan Forzley, President and CEO of eBillme . "While consumers are planning to loosen their financial constraints this quarter, they are still holding on to recession spending habits. "This includes changing the way they shop and pay to better control debt. Forty percent of consumers plan to use their credit cards less often in favor of non-credit payment options this quarter. We have seen this significant shift in attitude towards credit carry over from previous quarters, and it will definitely impact consumer spending decisions this holiday season." Consumers were also surveyed about projected holiday spending this year. Eleven percent plan to do most of their holiday shopping on Cyber Monday, while 48 percent plan to avoid Black Friday shopping in favor of shopping online. When it comes to how much people plan to spend this holiday season, 27 percent said they would spend more online this year for gifts compared to last year. "This quarter's Index shows some visible signs of improvement in the online retail sector," says Beth Robertson, Director of Payments Research for Javelin Strategy & Research. "We haven't seen a projected increase in anticipated spending since this time last year. And it comes just in time for retailers during the most important quarter for capturing sales and customers. "Although consumers are still spending with caution, 51 percent are delaying purchases because of continued uncertainty in the economy. This increase is a positive sign that consumer confidence is on the rise." Email Marketing Driving Purchases

Consumers in the U.S. prefer email marketing to direct mail, social media and telemarketing, according to a new survey by smartFOCUS. When asked to rank their preferred ways of receiving marketing messages, the majority of respondents (62%) said email was their preferred channel of communication, followed by direct mail (23%), and social media (13%). The least popular way to be contacted was telemarketing, with 80 percent putting it at the bottom of their lists. The survey also found that email communications frequently lead to purchases, with three-quarters (75%) of respondents reporting that they had bought products or services as a direct result of receiving an email. The most common items purchased as a result of direct email marketing were clothing (82%), followed by purchases from restaurants and coffee shops by almost half (49%) of respondents. Other popular items bought include grocery items (40%) and personal electronics (38%). When it comes to social media, 40 percent of respondents said they receive communication from vendors on the social networking sites they use, such as Facebook and Twitter. Nearly one in five people (17%) have opted in or requested that companies actively contact them via social media sites. "This survey reflects what we are seeing in the marketplace: e-mail is popular. It's non-intrusive, can be highly tailored and is a compelling and actionable marketing communication," said Curt Bloom, President of smartFOCUS International. > "Although some of the indications of the uptake and interest in social media may seem low, this is a new communication channel that businesses are tackling. In our survey, quite predictably, the age ranges that said they preferred contact via social media platforms were the 18 to 25 year-olds. Newspaper Websites Attract 74 Million Visitors In Q3

An average of 74 million people visited newspaper websites in the third quarter of 2009, representing 38 percent of all Internet users, according to a custom analysis by Nielsen for the Newspaper Association of America (NAA). Newspaper website visitors generated more than 3.5 billion page views during the quarter, spending 2.7 billion minutes browsing the sites over more than 596 million sessions. The NAA says there are higher levels of subscribers keeping subscriptions, with subscriber "churn" falling dramatically to 31.8 percent in 2008, compared with 54.5 percent in 2000. The higher retention rate among subscribers could be due to the fact that in 2008, 92 percent of newspapers offered a discount for participating in a recurring payment plan; 38 percent of new subscriptions were sold on a recurring payment plan while only 28 percent were sold with no initial payment required. In addition, 32 percent of newspapers priced their daily edition at 75 cents at the end of 2008 (vs. just 2 percent in 2006), while the average seven-day, home-delivery weekday rate rose 8.6 percent at the same time newspapers are increasing retention "Newspaper publishers continue to aggressively reinvent their business models, leveraging trusted brands to attract a growing and sophisticated audience in the digital space," said NAA President and CEO John F. Mattel Launches Ecommerce Website

Toy maker Mattel has launched its own ecommerce site, MattelShop.com, offering a selection of its popular brands along with social shopping features. MattelShop.com features a social shopping tool called ShopTogether, developed by shopping application firm DecisonStep, that allows users to browse the site with family and friends. Shoppers have the ability to chat with each other in real time about the various toys offered on the site. "We have developed a unique online shopping destination that is playful, social and informative," said Chuck Scothon, General Manager & Senior Vice President, Mattel Digital Network. "The MattelShop.com serves as a research and shopping tool allowing parents, grandparents and gift-givers alike to choose the best toys for children this holiday season." The site includes a complete catalog of Mattel's brands such as Barbie and Hot Wheels along with other toys, games and licensed products from the company's portfolio. Consumers can browse toys by age, gender and play preference. The site also features ConciseClick that allows shoppers to watch videos of products, provides description and price and allows users to drop items into a shopping cart.
